Watchguard File 187 6/20/14 - 6/22/14

June 20th, 2014
Watchdog 187, Samuel Brock
Threat Level: Beta

Our private flight received a warning to land, due to an intense solar flare. We were forced to put down in Houston. After learning that the duration of the solar flare may exceed several days, Watchdog 199 and myself agreed that we could not afford the wait, not with the arrival of alien life approaching. We bribed Houston air-traffic control and left for New Mexico, keeping our altitude below ten thousand feet to avoid the radiation.

When we arrived in New Mexico, the Mann jet had not arrived. It is possible that they were grounded by the radiation from the solar flare and were unable to arrange for emergency transport. I find myself hoping that’s the case. Our first contact with alien life should not be an Extraordinary.

At this point it’s worth commenting that given Henry’s social instability, he may prove a danger to this mission and the future of all alien contact. With our moves to eliminate Extraordinaries all over the country, it would be foolish to let Henry and his team continue to live. I’m going over our ordinance in preparation for taking Henry down.

However, Watchdog 199 has not yet determined that he has a fail-safe method of killing Capt. White. While a sniper round from great distance would undoubtedly prove fatal (he does not have the sort of fortitude that Henry does), his ability to phase out of material contact leaves too much room for failure. 199 is working with our equipment, trying to put something more certain together. If anyone can make a weapon that can bring down White, it’d be Watchdog 199. Maybe if we can get our hands on some of Mann’s PROTOX suit…

Henry and the others have finally arrived in New Mexico, albeit by car, rather than jet. Henry’s nose looks to have been broken again and he was covered in bruises. Looks like at some point, someone tried to stop them again. I wouldn’t mind the competition, except that they seem to be Extraordinaries too. From Henry’s condition it looks like it had been one hell of a fight. Too bad we weren’t there, it would have been a perfect time to eliminate Henry and White, while they were weakened.

Dr Cobain and Dr Jarita left with Henry and the others, while Sasaki took a separate route. Sasaki is on her way to Washington to discuss the alien revelation with the President (too bad the assassination didn’t succeed), while Henry, Mann and White went to an air force base.

Watchdog 199 believes that White will be able to use his rank and military connections to arrange a flight to Australia, despite the solar flare. It is imperative that we follow. I am initiating contact with our agents in the military and devoting our entire allotment of bribe money to arrange transport for ourselves. At this point, I believe that this is the Watchguard’s greatest responsibility.

We have arrived in Australia. Few satellites survived the intense radiation of the solar flare, so we have to resort to portable surveillance equipment. None the less, we have located Henry. There is no sign of Dr Jarita, Capt White, or Mann.

Densitometer readings of Mann’s equipment container show that it is empty, implying that he is using the PROTOX suit. Mini-radar caught two small signatures at extreme long range. The blips are small and may be anomalies, however, the probability that the signatures belong to Mann and White is too great. The whereabouts of Dr Jarita are unknown currently.

But Henry and Cobain are alone and now is a perfect time to eliminate two Extraordinaries. We are currently in pursuit.

We were interrupted in our pursuit. Oddly behaved lightning shot overhead, moving erratically. It did not show up on radar, but Watchdog 199 is certain that the energy signature matches the electrical readings previously taken from James Marsh.

Explosions in the distance indicated that Marsh and the others were engaged in fighting. We decided to follow at a distance, allowing the Extraordinaries to weaken each other, so that we could take them all out. At this point, Mann is the only non-Extraordinary on the scene and would prove an awkward witness. Better to just kill him too.

Watchdog 199 told me that Marsh’s energy output had increased by twenty percent since his last appearance. He seemed significantly more powerful, wounding Capt White despite his abilities and doing massive damage to the PROTOX suit. Additionally, he delivered massive shocks to both Dr Jarita and Henry.

Despite medical attention from Mann, Henry’s heart stopped beating.

Mann, Jarita, and Cobain were alone, White having fled the scene, but we were unable to strike due to the arrival of the Australian military.

Due to the importance of current events, I will remain with Watchdog 199, especially considering that the foreign Extraordinaries do not have Watchdogs. He’ll need my help to take them all down, machine wiz or not. Our heavy weapons will be more than enough for Cobain and Jarita, even with her healing factor. I don’t even think that PROTOX can stand up to weaponry designed to stop Henry Thomas.

For the time being we are unable to carry out a strike, but at least one Extraordinary died. My only regret is that I didn’t get to do it myself.

The US task force has reached Bangalore. Mann and Capt. White accompanied Dr. Jarita to a University, while Sasaki and Henry remained at the home of the University Dean, an apparent friend of Dr. Jarita’s.

The two engaged in conversation, Speculating on the next move in their mission and the nature of their goals. The security breaches in the mission have resulted in a low degree of trust in the American Government, specifically in relation to this mission, however, the team does not know their end goal, or even the next objective in their mission.

Henry also engaged Sasaki about her education and youth and answering her questions in return. Infrared shows a three degree rise in body temperature from Henry during this personal discussion. It is of note that Henry glossed over much of his childhood, focusing on his relationship with his father and their activities and only hinting at his troubled childhood and social development. A full transcript and recording on the conversation is attached.

The following day Dr. Jarita escorted the team to a deep-space listening post in Madurai City. The facilities were extensive and several dozen receiving dishes we tuned to receive signals from space. The radio noise made eavesdropping difficult, however, we were able to tap into one of the dishes and intercept the message.

The message, if it is to be believed…is shocking. An alien intelligence is in contact with Earth, sending signals all over the globe. This contact has been going on for decades and now the aliens are sending an emissary to meet with the people of earth. If this message is not some elaborate ruse or hoax, the implications are staggering.

I cannot trust alien life to have the best interests if humanity in mind. Their message of peace, understanding, and their offers of technology sound like some line out of a movie. I feel as if this is some sort of a trick, either from agencies on Earth, or that the intentions of this alien power is not so simple as it seems. If the Watchguard will not stand to let Extraordinaries gain dominance over humans, I refuse to let alien powers do the same.

It is my recommendation that we carry out an immediate cleansing, exterminating all Extraordinaries. The assassination of President Miller is paramount, as having an Extraordinary as president during the first contact with new intelligence would put her and her kind in an unacceptable position of power and influence.

Watchdog 213 has remained in New Mexico with his target. Sasaki elected to remain with Dr. Jarita to build a public relations case for her work in India and to begin working on a brief for the President regarding the arrival of extraterrestrials. Henry parted with a sarcastic warning concerning Dr. Cobain, “Watch out for that guy, he’s horny.” Henry delivered the line with a small chuckle, making a joke of it, but I believe that he is uncomfortable with the Dr’s sexual advances towards Sasaki. That Cobain’s physical deformities do not prevent him from having sexual and romantic relationships seems to be a source of great distress to Henry.

Henry, Mann, and Capt White went to Washington. Watchdog 199 and myself followed. The three of them went to the District of Columbia Metropolitan Hospital and used their military status to gain entrance to visit Congressman Markov. Local sources in the media and police confirm that the Congressman was in the hospital after being stabbed.

After their meeting with the Congressman, the team left and filed a flight plan to return to New Mexico. The listening device we planted in Mann’s limo while they were in the hospital recorded their conversation on the way back, indicating that they were going to take Dr. Cobain and Dr. Jarita to Australia where the next alien transmission was due to be received, and where it is believed that the alien emissary would make contact.

We have left for New Mexico to continue our surveillance.

Nano Saskai was held in custody for less than two hours, but no formal charges were ever raised, nor was Watchdog 213 able to find any record of the police making a demand for Mann’s jet to land.

Capt. White returned with Mann, and shortly afterward, Sasaki was released, though their plane was not given clearance to take off.

Our research on James Marsh has connected him to the Republican presidential candidate from the last election, Susan Miller’s opponent, Benjamin Morris. Marsh’s company was a major campaign contributor and Marsh himself served as a campaign advisor.

Given Sasaki’s position as public relations to the White House and PR advisor to President Miller, this attempt to attack Sasaki may have political roots. Marsh’s political connections may also explain the leaks in security surrounding this mission. If Marsh was behind this attack then it will be evident when the attacks stop and the leak dries up. If the attacks continue, it may indicate that Marsh was not the driving force, but merely an agent of Morris.

Mann’s jet was given clearance to leave Singapore this morning and has resumed its scheduled flight plan. We followed them to India, where they were met with considerably more enthusiasm by the locals. In the city, people, especially children, stared at and followed Henry.

Henry seemed remarkably uncomfortable. Usually he does not allow people to stare at him, but he seemed unable to escape it. The children apparently believed Henry (and perhaps all Extraordinaries) to be one of their many gods.

The team met with Dr Varuna Jarita. Her military files indicate that she is an Extraordinary herself and one with a criminal record. Watchguard files classify her as Threat Level Beta; benign powers, but violent behavior. However, the dossier on Dr Jarita has recently been updated and all charges against her have been pardoned. It is this sort of dangerous sympathy towards Extraordinaries and blindness to their threat that necessitates the Watchguard.

Dr Jarita agreed to accompany the team to the US after making a stop in Southern India.

Most of the countryside is deserted, leaving towns and villages abandoned. We are forced to rely on long range surveillance and remote cameras to continue our vigil. We are proceeding with caution. Dr Jarita warned the team that this area of India is inhabited by bandits she referred to as road pirates.

We were able to jack into the local satellite feeds. No foreign satellites are allowed over India, eliminating our access to long-range communication and our own satellites. Quality was poor, but we were able to identify several armed camps along our route. While we are well armed and equipped to deal with Extraordinaries, we are trying to avoid contact with these bandit groups. As we proceed south, following Henry and the team, they are more likely to come into contact with these road pirates first.

We did not have to wait long. Infrared imaging detected engine signatures and body heat on the road ahead of the team. Henry pulled over and the group left their vehicles. Dr Jarita proposed paying off the bandits, but the team agreed that they would refuse.

Henry has often denied that he is a hero, downplaying his meritous actions during the Gulf War. However, Henry has never stood aside and allowed crimes to be committed in his presence and indeed seems heartened by the opportunity to do some good. I have observed Henry too long to believe that it is merely the chance to exercise his great strength, something he must normally keep under careful control. However, I believe that these skirmishes with enemy Extraordinaries are a distraction from Henry’s social problems, issues that he is unable to deal with and which are his greatest weakness and danger.

The skirmish was short and violent. Motorized bandits circled the team’s vehicles and closed in. Watchdog 213 has increased Sasaki’s Threat Level to Beta. Her ectoplasmic wings are capable of more than flight. Beside’s being resilient enough to stop bullets, the wings themselves can be used as weapons. Sasaki also displayed what appeared to be martial arts training, which she used to devastating effect. It will likely require armor piercing rounds to penetrate her ectoplasmic defenses and I suggest that if she needs to be eliminated that it be carried out sniper-fashion. Close range engagement would be extremely dangerous.

Watchdogs 213, 199 and myself also made an important observation. While Sasaki, Capt. White and Henry engaged the bandits, Mann assembled what he claimed was a prototype weapon. Ironclad Technologies specialized in aerospace engineering and communications, and to our knowledge has no weapons program or military contract with the US government. The “weapon” that he assembled was nothing more than the PROTOX suit itself.

Images taken at the firefight in Singapore match the suit that Mann assembled and the weapons used. He did not suit up until no one was watching, and he quickly removed it as soon as he was out of personal danger. This suggests that the rest of the team does not know that he is the pilot of the PROTOX suit. Dr Jarita however, did witness his use of the suit. Mann is not an Extraordinary, however we will continue to observe him for the duration of his partnership with Henry and other Extraordinaries.

The road pirates were armed with more than cycle suits, automatic weapons and trucks. One of their number seemed to be an Extraordinary. She charged straight for Henry, which implied that she did not fear his size or strength, engaging him in hand to hand combat, ignoring attacks by Sasaki or Capt. White. She was able to land punches that staggered Henry, or even knocked him down. As they fought, she underwent a physical change. I estimate that her body mass only grew by twenty percent, but her musculature underwent profound changes, and as the fight went on her blows seemed to be even harder. She fought with little technique and indeed seemed to be almost crazed in her attacks.

The woman knocked Henry to his knees and was intent on finishing him off. However, Sasaki was able to land a fatal blow. Henry was well enough that he was able to resume traveling and the team vacated the area, seeking the safety of more populace areas.

We followed, but slowed to inspect the area of the fight. Infrared imaging showed a heat source in the shallow mass grave where they buried the bandits that had been killed. As we approached to investigate, something under the dirt began to move. The female extraordinary dug her way up from the grave, despite the open wound in her stomach. She began to crawl away, and though her wounds looked fatal, Watchdogs 213 and 199 agreed that she was dangerous and this opportunity should be taken to eliminate her.

Armor piercing rounds to the body and head obviously inflicted damage, though she continued to blindly crawl away. Rather than wait for these additional wounds to kill her, I used the RPG intended for Henry. The armor piercing explosive projectile was more effective.

Posthumously this woman was a Threat Level Lamda, and killing her was very instructional. If Henry’s social adjustment issues ever come to a head, or if he ever turns against civilians, he will need to be eliminated and I expect him to be as resilient and resistant to damage as this woman. I am certain that I am carrying enough explosive ammunition to stop Henry Thomas in the event that his violent nature escapes his control.

Henry and the US Extraordinary team remained in Mann’s private jet for some time after landing. They were met on the tarmac by a military vehicle. Since the conversation took place outside the plane, I was able to monitor their discussion. Cassidy Blank was being detained for debriefing and deportation due to security reasons. Watchdog 267 will be continuing his surveillance of his subject.

Watchdog 213 and I have requested a briefing session with Watchdog 199, concerning Captain Percival White, USAF. Apparently, he has been added to this covert team. Capt. White seems to have replaced the Australian Extraordinary on this mission.

The team filed flight plans to New Mexico and upon arriving, Mann left the airplane on his own and returned with a large rental truck. Henry remained in the plane with the others, however our equipment is not good enough to eavesdrop on the conversation through the plane’s hull. When Mann returned with the truck, Henry and Dr Cobain climbed into the back, while Capt. White and Sasaki boarded the cab, where Mann tied blindfolds over their eyes.

We followed, observing this unusual behavior. While we knew that they were going to take Dr Cobain to a secure location, it was assumed that all members of the team would be party to its location. Because of the remoteness of the roads, we were only able to arrange to sightings before it became necessary to fall back on satellite images.

Mann’s jet touched down in Tokyo for refueling and layover. Following his flight plan, I have arrived and set up for observation. Aside from refueling, the team seems to have had no purpose in stopping in Tokyo, but Mann left the plane with Henry not long after touchdown.

I followed the pair to a clothier’s. Henry seemed quite nervous and the two of them were talking on and off about formal dinners, Japanese cuisine, and sumo wrestling. Henry left the store wearing a tailored suit. Haven stolen clothing receipts from Henry’s garbage on those occasions where he has special ordered clothes, I estimate that a suit of that quality and size cost upwards of ten thousand dollars, US.

Henry seemed very uncomfortable in his new clothes, and throughout the dinner. Henry seemed to be disturbed by his size more than usual. I believe that his discomfort was caused by being surrounded by people even smaller than he is used to, and thus reminded of his own abnormal size. The formal and expensive setting no doubt contributed to his awkwardness. It is if note that Henry glanced often at Nano Sasaki, perhaps seeking approval of his attire or behavior.

The entire social occasion was more dangerous than his comrades knew. Two decades ago, similar pressure caused me to rank Henry as a threat level Gamma. I fear a repeat of history in this case, and with the danger that the team seems to be in and the violence they have already seen, this may escalate beyond what I have seen from Henry before.

June 10th, 2014

We were waiting for Mann’s plane of the ground in Singapore. When they did not arrive on time, we began monitoring radio channels and that is when we overheard the order to land and prepare to be boarded. We are unable to determine why the Singapore police made this demand, and there seemed to be no legal reason for it from our research.

When the plane landed, we observed a motorcade of limousines circle the plane. We counted thirteen men surrounding the plane, one of whom we identified as James Marsh, the Extraordinary who confronted the team in Ecuador.

Henry was the only member of the team to exit the plane. His exchange with Marsh was short, but I have attached a recording of the conversation to this report. He followed the exchange by punching Marsh with crippling force.

The men, obviously not Singapore police, attacked and Henry was surrounded. Henry limped back onto the plane after a short fight, but none of his wounds seemed to be serious. No broken bones and no deep tissue damage, despite the use of armor-piercing rounds. This leads me to my request for more powerful explosive armaments. If Henry Thomas needs to be stopped, it will take significant weaponry to do the job.

During the fight, Sasaki and Capt. White flew onto the scene and participated. While I focused my observing to Henry, it did not escape our attention that a fourth figure arrived on the scene. An armored person that we have identified as PROTOX.

Little is known about who PROTOX is, however, my infrared equipment did confirm a human heat signature inside, eliminating the possibility of a android. Who PROTX is, and why they would intervene in this matter is entirely unknown, especially since PROTOX has never been seen outside of the US until now. However, PROTOX is not an Extraordinary. The suit is a weapon system, and we’ll leave the policing of that to the federal government. Since they seem unable or unwilling to accept the dangers represented by Extraordinaries, the Watchguard will do what must be done.

The fight ended after most of Marsh’s men were killed or injured. Marsh himself began to glow with intense electricity. After a few moments, he seemed to detonate. There were no remains. Marsh was at least a Lamda level Extraordinary.

PROTOX left the scene as soon as the firefight was over, leaving the others. There was no sign of Mann during or after the fight, however tapped cell phone calls between Mann and Henry explained that he had run away during the fight. However, while Capt. White went to retrieve him, Sasaki was taken into custody by the real Singapore police.

We will attempt to make further inquiries and find out why she is being held. The situation will be monitored closely, as an international incident involving Extraordinaries may finally bring to public attention the true threat of super-powered individuals.

June 3rd, 2014

Continued satellite observation showed the arrival of three new figures at the observatory. Infrared and Electromagnetic imaging showed a high-energy corona surrounding one of the figures. Obviously an Extraordinary.

The next series of images clearly show that an altercation took place, although the reasons for this are currently unknown. Images of the Extraordinary with the electrical corona were captured of him leaving the observatory (alone, one of his associates was taken prisoner, the other never emerged), however, the satellite cannot track two targets and was focused on Henry and the US team so this new player escaped into the jungle. Our observation of the observatory did reveal another new figure.

He has been identified as a Doctor Cobain, registered as an Extraordinary. However, a background check has tracked him to his early youth and birth, where there were no signs of his radical mutation. Typically, physical changes such as this form of mutation occur at birth, as with Henry, and persist throughout life. I recommend that his background be investigated more thoroughly by an analyst, to ascertain if records have been falsified or if there is a unique event in Doctor Cobain’s childhood.

The US team escorted Cobain into the city and to Mann’s private jet. At this point we were able to achieve detailed surveillance with telescopic equipment and listening devices.

Henry and the others discussed where Cobain was to be taken; apparently he is under protective custody, however the US Government does not seem to have set up a safe house, leaving such arrangements to the team. This may indicate that Congressman Markov and the people behind this mission suspect a security leak. Given the infiltration of the Congressman’s own car pool, this seems high probability.

Doctor Cobain requested he be taken to his home town in Texas, where he has friends and where his presence will not be remarked upon.

That evening Mann and Sasaki left the jet at Cobain’s insistence to meet with a friend of his. Watchdog 213 followed them to maintain his surveillance of Sasaki, while myself and Watchdog 267 remained to observe our assignments.

Of note, I recorded a conversation between Henry and Doctor Cobain. The Astrologer had invited Sasaki to dinner and had been flirting with her. Her reactions seemed positive. Henry asked the doctor if his relationships had been successful. When the Doctor replied that though rare, he had had successful relationships, Henry grew quiet. I have come to recognize this reaction as a sign of deep disturbance. A solitary man, Henry does not interact with many people, especially women. His close and continued proximity to Nano Sasaki serves as a reminder of what he has never had, and what he possibly cannot have. That Doctor Cobain, an Extraordinary, and someone suffering from a mutation equally severe, if different, has been able to form successful relationships must only be insult upon injury. Henry is in a precarious psychological state currently.

Mann and Sasaki returned, having been given unspecified technological information by Cobain’s friend, Doctor Abrams. Recorded conversations hint that they discovered some information having to do with global transmissions, but at this time our information is unclear.

It is of note that the paparazzi follow Mann wherever he goes, providing us with useful cover for much closer observation than is usually safe.

Given that Henry was coerced into joining this mission and the return of his depression, I will monitor him closely. In the event that, in his instability, he becomes violent, I have briefed the other Watchdogs on Henry’s capabilities and we will move to eliminate him before he can injure or kill Mr. Mann or other innocent civilians.

My monitoring devices picked up an unusual conversation in Henry Thomas’ home today. His former squad captain, now Colonel Mathew K Andrews, attempted to recruit him for an unspecified mission. He offered a substantial financial package and the rank of Captain, but Henry declined the offer. The Colonel said that he would return in a few hours to give Henry time to think it over.

I was able to arrive in the area in time to directly observe the second meeting. Henry declined the offer once again, and Colonel Andrews resorted to a forced conscription.

Henry Thomas’ time in the military was one of the most stable periods in his life. However, he has a deep attachment to his garage and a fierce independent streak that I believe came from his mother, who he knows only through that single letter. Furthermore, I believe that Henry detests those who view him only in regards to his size, an unavoidable feature for him. I think that Henry continues to harbor a deep psychological need for someone to recognize him as a person beyond his size and strength. Though he found acceptance and camaraderie in the army, his status as an Extraordinary factored heavily into that acceptance.

June 2nd, 2014
Watchdog 187, Samuel Brock
Threat Level: Beta

The following morning military police arrived to escort Henry form his garage, but confronted with his size, the troops retreated.

Several hours later a young Japanese woman arrived at the garage via cab. Obviously she was not there to see him professionally. She introduced herself as Nano Sasaki and she arrived to persuade Henry to enlist for this mission. She appealed to his loneliness, promising him that he would be working with other Extraordinaries.

I believe that the prospect of working with people to whom his great size would mean little attracted Henry. An apt choice of words, as Henry left his shop with Sasaki riding in his lap. An infrared image of Henry showed a marked increase in body temperature.

I am concerned for Henry in this situation. He is clearly reluctant and is being forced into a potentially combat situation. If he does have any attraction to this woman, it will naturally be fruitless, further destabilizing him.

Their filed flight plan aboard a US Army cargo plane put them in Cape Canaveral, Florida. I made travel arrangements and followed. I was unable to bypass base security and Henry met with a small group on the empty launching field, which would have made close surveillance impossible regardless. I viewed the meeting through a telescopic lens, though I was out of range for any listening device.

Henry met with two other individuals. Running their images through a search identified them as Congressman Dmitri Markov and billionaire Irwin Mann. My search on Sasaki identified her as a public relations agent to the White House. There was no flirting between Henry and Sasaki and no further signs of attraction.

During the meeting, the drivers of the cars that brought the Congressman and Mann to the airfield opened fire on them with automatic weapons. I followed Watchguard protocol and did not get involved and Henry was not endangering civilian lives. He did however charge the shooters while the others ran away.

Two new Extraordinaries were revealed. While protecting the Congressman, glowing wings appeared on Nano Sasaki. She is not a registered Extraordinary. Her powers appear to seem merely locomotive or defensive (I am sure the wings stopped several bullets), but she did hide her identity and is in a position very close to the presidency (even though the current president is an Extraordinary herself). I suggest an initial threat level of Alpha.

The second Extraordinary appeared on the landing field and was primarily a bystander in the short firefight. He is obviously a teleporter, but I could not identify him in the national database. He is either foreign, or has consciously avoided leaving a paper trail. Tentative threat level: Alpha. I will leave all further observation to the Watchdogs assigned to these new Extraordinaries, however it appears that these three will be in close contact for some time and are all currently assigned to the same mission.

My access to classified military information is limited, but I was able to discern their destination: Ecuador. Since this military venture is obviously low profile I have doubts that I will be able to monitor Henry through military channels. Once Watchdogs have been assigned to Nano Sasaki and the unidentified Extraordinary, I would request approval to follow Henry and the others to Ecuador.

June 3rd, 2014
Watchdog 187, Samuel Brock
Threat Level: Beta

I have arrived in Ecuador along with Watchdogs 213 and 267. The team assembled by the US military consists of Henry Thomas, Irwin Mann, Nano Sasaki, and Cassidy Blank, who has been identified as an unregistered Extraordinay from Australia.

I am uncertain why the military would recruit and send a public relations agent and a billionaire executive on a mission into South America. Mann is definitely behind some of the group’s equipment. A copy of the shipping manifest contains a large crate from Ironclad Industries, but omits the contents of the crate. According to the information we have on Mann, he is only peripherally involved with his own enterprises, generally leaving the running of his business and certainly the technical work of his company to a pool of talent that every company in the country is covetous of. As to why Sasaki was sent with Henry and the others, I have no explanation. It is possible that the government knew of her Extraordinary powers and that they are the reason she is included in the team.

We were unable to follow the team into the jungle, where any pursuit and surveillance would be very obvious. Watchguard command approved the use of our southern hemisphere satellite and we were able to capture images of the team moving into the jungle. We know that the team also came under some sort of attack, however there were no casualties among the team.

Their destination is an observatory. Their starting point at Cape Canaveral and their destination at the Observatory imply that the mission relates to outer space in some way. While our primary mission is to monitor Extraordinaries and prevent them from becoming dangerous, we will monitor their mission as best we are able. The team of Extraordinaries (with the exception of Mann) was assembled by an Extraordinary, and these super-powered beings are closely tied to this mission.

Assignment: Henry Thomas
Threat Level: Alpha

I have just been assigned to a newborn Extraordinary. Born Henry Thomas, he was identified as an Extraordinary when his birth was announced in the local newspaper. Weighing 16 lbs, 1 oz and measuring 32 inches, Henry is almost twice the size of the average male newborn.

His mother, Virginia Thomas, died in childbirth, despite the fact that doctors delivered the child by cesarean section. Ultrasound pictures and medical records that have come into my possession show the child grew at an abnormal rate, and caused a difficult pregnancy for the mother. During the pregnancy, Virginia Thomas consumed an estimated two to three times as many calories as the average pregnant woman as well as excessive amounts of calcium and protein.

Henry continues to grow at an abnormal rate. At age ten, Henry stands 5’10” and weighs 200 lbs. His pediatrician remarks on his physical capabilities, however records stolen from his school contain several notes that his teachers are concerned with his social development.

Henry is the target for teasing by the other children. Additionally, his teachers note that his great size leads the other students to assume he has below average intelligence, an assumption that Henry is learning to make about himself.

Direct observation corroborates his teachers’ assessments. Henry is often the target of games and teasing on the playground. While school assignments taken from the trash show that his grades are average to above-average, he appears to have difficulty concentrating in class and answering questions.

He continues to receive encouragement and support from his father. Arnold Thomas seems to be the boy’s support and safety.

Henry’s physical development continues at the accelerated rate. His last medical charts measured him at 7’8” and 340 lbs. Aside from his great physical size, his muscle-memory and physical coordination continue to develop as well. Henry seems at great pains to avoid accidental injury of people and destruction of objects.

Unable to participate in sports and alienated by his great size and strength (I have observed Henry in his garage at home bench-pressing over 600 lbs), Henry continues to have very difficult social development. I have taken two undelivered love-letters from his trash, and I personally observed Henry ask a girl to Homecoming. The girl looked frightened of Henry and refused.

Henry displays severe attitude problems at school. He talks back to his teachers and has been subject to severe and repeated disciplinary measures. Henry displays this aggression towards his schoolmates as well, however they have found that he cannot back up his threats. Laws against Extraordinaies are severe and teachers quickly assume that Henry is the aggressor in all situations. Thus, he is the target of hazing that he cannot respond to.

I would label Henry as a very lonely child, and this is very dangerous. He has no outlets for his strength and physical abilities, while he continues to suffer alienation at school. This ostracism may lead to a breakdown and violent outburst. I have classified Henry Thomas as threat level Gamma.

I would like to request additional firepower in the event that Henry goes bad. He has never suffered a broken bone or serious injury. His bone and muscle mass will make lethal wounds difficult to inflict. I will need shotgun slugs and 200 rounds of armor piercing 7.62mm ammunition. I do not believe that explosives are necessary at this point.

Henry has found a measure of acceptance at school in his shop class. He shows an aptitude for mechanical things and it allows him to excel in something he is good at in a way he cannot physically, due to the bands on Extraordinaries participating in sports. It also does not require extensive social interaction, allowing him to escape the things that are painful to him.

The Thomas’ moved this summer. I relocated to continue observation. Of note was a letter I found in the trash. Due to its nature, I suspect it was thrown out by accident. The contents of the letter are attached to this report.

“Dear Henry,
I hope that you never have to read this letter. You’re such a big boy and carrying you has been very hard for me. The doctors say that there’s a 50-50 chance that I might not survive the pregnancy.
I hope I do, I want to see you so badly! You’re going to be such a handsome man, I know it. But Henry, no matter what happens you have to know that it is not your fault. None of us are in control over how God made us. And if He takes me back, then know that I will be watching you from heaven.
They call people like you Extraordinary. You are extraordinary, Henry. You can do anything that you want to. And by that I mean anything. I say this because Extraordinaries are seen in a certain way. When we showed the family and friends the ultrasound pictures of you and they saw how big you were, we all suspected that you might be Extraordinary. They were already talking about what kind of hero you would be. But I think that’s a lot of pressure to put on someone just because of how they were born. I think it’s no better than saying someone has to work a certain job because of the color of their skin.
Find something that you love, Henry. Find a dream, and then chase it. You will always be my hero.

I love you, Henry,
Your Mother”

Henry now has a girlfriend at school. The two share several classes and get along well. I have noticed a remarked improvement on Herny’s attitude and the level of disciplinary action taken by his teachers has been reduced by more than half.

I have reclassified Henry’s threat level to Beta.

Henry’s girlfriend broke up with him. Letters taken from his trash and hers indicate that their relationship was moving towards physical consummation. According to a letter to her friend, Henry’s ex states that the size of his penis intimidated her and when she saw it, she knew they could never be able to have sex and that they could never be together.

Henry has reacted by withdrawing into himself. He continues to lift weights and run, but his school performance has declined and his disciplinary problems have returned in full. I have escalated Henry to Threat level Gamma again.

I believe that explosives may be necessary to deal with Henry, as I doubt the effectiveness of an armor piercing round in penetrating his skull. A shot to the eye or throat may inflict a fatal wound, but given the amount of destruction he can accomplish in a short amount of time, I would like to request a rocket launcher.

Henry graduated high school with a 2.9 GPA. Upon graduating, Henry seemed listless and unfocused. I believe his motive for joining the military was simply that he did not know what else to do. I will be relocating with Henry to continue observation during boot camp.

As military involvement places severe limits on my abilities to directly observe and gather information, please activate the standard enhanced observation protocols. In the case of Henry Thomas, the additional expense in bribes and surveillance is justified.

Boot camp has curbed some of Henry’s aggressiveness, though he continues to have disciplinary issues and problems with authority. The rigid military structure has given his life direction and he seems to have found camaraderie with his squad mates that he has lacked until this point.

I intercepted a letter home to his father in which he says that some squads with Exraordinaries resent them and the special treatment they tend to receive. He states his gratitude that his squad feels differently. He states that they think themselves lucky to have him on the squad, watching their backs.

Henry has been assigned as the squad mechanic, a position which he has taken to well. The aptitude shown in his high school shop class has provided a good foundation, and his instructors have left comments on his military record about his efficiency and knack for mechanical work.

Confidential comments that have been made available to the Watchguard contain arguments between placement officers. The debate centered on weather Henry should be transferred to the Engineering Corps due to his mechanical talent, or left in a combat unit due to his physical capabilities. The final decision was to leave Henry with his combat unit.

While it may have benefited Henry to have joined the Engineering Corps, I think that finally being able to exercise his physical strength will be of profound psychological influence as well. I will monitor as closely as I am able, for fear that combat training and violent activity may negatively influence his personality. For the time being, Henry remains Threat Level Gamma.

Henry has been sent to Saudi Arabia to participate in Operation Desert Shield. I will continue to monitor Henry via military channels.

Military physical examinations have concluded that Henry has finished his growth. He stands 10’1” and weighs 980 lbs. His anatomy is that of a normal person, but his physiology differs greatly in the composition and density of his muscles and bones.

Henry Thomas was discharged from military service after completing his tour of duty. He refused requests to sign up for further tours or to go career. Henry finished his military career with seven Purple Hearts and two Bronze Stars. His military service also counts towards his license to protect.

After returning stateside, Henry got a job as a mechanic, putting his natural inclinations and skills he honed in the military to use. He has found acceptance in his career and has calmed down considerably from the more taciturn youth he was before. The military training and combats he participated in do not seem to have engendered violent behavior. I am reclassifying Henry as Threat Level Beta.

Henry Thomas left his job to open his own garage. He shows interest only in working in his shop and leading a normal life. Though his military service entitles Henry to a license to protect, he has never sought to use his powers for anything more than lifting cars.

If it were not for his immense size and strength, he would be classified as Threat Level Alpha.
